The partner thing just increases compatibility if breeding with another species different from your own or with low compatibility.

• When can I do lewd things with the HUD? The HUD says I am too 'young'

You can still use the HUD; if you are looking to build compatibility with a different species, now is best time for your character. So if you want to be more compatible with another species, now is best time to build that.

• Not of age to conceive

Just means you are not able to become pregnant at the current time, but you're still able to use the HUD and build compatibility.
